Re-Captcha blocking fields on mobile

I am having a problem with the forms component once a site is viewed at under 1200px. The mobile responsiveness kicks in and the re-Captcha covers up the other fields on the page because it is too tall (much taller than it is when the site is in full width) and somehow gets misplaced over the top of the left side of all fields so that they cannot be filled and over the whole first field as well.

This is on two different sites on two Joomle versions (3.6.5 and 3.7.2), both running on recent versions of the T3 Framework. The one that I show in the video below is out of the box with no changes. This is using the Bootstrap3 version of the T3 TBlank template on that framework.

It's hard to describe, so I created a short screen cast to show the issue. This makes the form completely unusable on a mobile device and I need pretty quick help as I was planning on releasing the (other pretty) site pretty soon to the customer.
