I have added DISQUS to my site and only want registered users to "see" it. So I set DISQUS to "registered". As expected it does not show but there is a big block that still is visible. I put a black border around DISQUS to show the problem. The border still shows, even when DISQUS does not!

Is this an "undocumented feature" and will be fixed in the next release? Just so I know when to throw out the extra code...

Border will always be visible because it added not for the plugin.
You can remove the code and give rights to view not for the plugin but the row.

Just another question?

When going back and forth with the live site and the editor, I sometimes log out while testing. At that moment, the editor cannot save my work. It took me a long time to figure this out. All I get is the little black box.

I don't know if I am the only one that that happens to, but how about a red box in the middle of the screen with "Rights problem! Your work was not saved!" in this situation? Would have saved me a lot of searching for a problem that was not really one.
